Insulza arrived in Port au Prince to appear in these elections, for which the OAS has been mainly in charge of the task of identifying and registering voters.
He said : “But we have neglected the problem of governance in the country, whoever wins the elections”.

Dialogue with the church

“We have fostered a national dialogue through the Church for which we have invited to join Bishop Desmond Tutu, who come to Haiti, next Thursday,” he announced.
“Hopefully we can continue to support the governance of the country” after the elections, he said. According to the secretary general of the OAS “misery, insecurity and lack of institutions” have prevented the development of democracy in Haiti.
To overcome the problem of insecurity, Insulza remarked convenient professionalize and increase police who said “now” one policeman for every 2,300 inhabitants, where it is desirable that there be a police officer for every 400 inhabitants.

Terms of misery

Given the conditions of “misery” and the spread of armed gangs, the senior international view, however, said that a “very reasonable” security conditions will be holding elections.
He also termed as positive the disbursement of 400 million more than a thousand had been achieved so far in international funds committed to the development of Haiti.
But he acknowledged and criticized the international credit agencies that doesn’t consider Haiti as a special or urgent problem and undergo an elaborate bureaucratic system to grant aid needs.
